Scandal Continues: Head of Dongfeng Design & Research Institute Under Probe

According to the Central Commission for Discipline Inspection (CCDI) and the National Supervisory Commission’s team stationed at Dongfeng Motor Corporation, along with the Supervisory Commission of Maojian District in Shiyan City, Hubei Province: the case against Zhang Qun, Party Committee member and General Manager of Dongyan Automotive Technology Group Co., Ltd. (formerly Dongfeng Design & Research Institute Co., Ltd.), has been concluded. Zhang was investigated for serious violations of discipline and law, and the matter has now been transferred to judicial authorities for prosecution in accordance with relevant regulations.



As a technical executive at Dongfeng, Zhang kept a low profile, with little public information available about his age, education, or career background. In February 2025, the company’s name was changed from Dongfeng Design & Research Institute Co., Ltd. to Dongyan Automotive Technology Group Co., Ltd., where Zhang also served as legal representative and general manager.

A Pattern of Corruption Cases
Zhang is not the first senior figure from the institute to fall under investigation. In fact, several executives of the former Dongfeng Design & Research Institute have been investigated in recent years:

November 2023: Former Executive General Manager Zhou Kun was investigated for accepting gifts such as shopping cards, cigarettes, and local products worth about RMB 27,000 between 2015 and 2023, as well as for other serious offenses. He was expelled from the Party and dismissed, with his case handed over for prosecution.

March 2024: Lv Weidong, Honorary Chairman, was investigated for serious violations.

November 2024: Pei Xiafeng, Director and Executive General Manager of the institute and President of Wuhan Dongyan Smart Design Research Institute, was also placed under investigation.

February 2024: Former Party Committee member and Executive General Manager Kang Lihua was found to have repeatedly accepted cash, luxury liquor, cigarettes, and other gifts totaling RMB 150,600 from 2013 to 2023, often during major holidays. He too was expelled from the Party and dismissed, with his case referred to prosecutors.

Four Executives in the Same Role Investigated
So far, at least four executives who served as Executive General Managers at the institute—including Zhang Qun—have been investigated and removed. Details of Zhang’s specific violations have not yet been disclosed and await further official announcement.
